Serving Local Governments since 1988, Mr. Colopy began as a Clerk-Treasurer and
then served as Village Administrator, from 1991-2001 in the Western New York
Village of Oakfield. He has been an active member of the New York State Clerks
Association, International Institute of Municipal Clerks, International City
County Management Association, New York State Conference of Mayors and the New
York State Finance Officers Association. He recently served as Legislative
Committee Representative for the New York State Clerks Association, Treasurer
for the Western New York "Northwestern Frontier Village Association" and as a (RAC)
Regional Advisory Council representative under the direction of Regional
Advisory Officer, James Tammaro from the Buffalo New York, State Education
Department office.
He has participated in numerous grant activities both State, County and
Federal programs, including: New York State Code; Legislative Initiative;
SARA/State Archives; ENRON, Department of Forestry; Environmental Facility;
Community Development Block Grant; N.Y.S. Office of Court Administration; and
Strategic Investment Legislative programs.
Mr. Colopy worked on numerous Capital Projects during his term of nearly 14
years serving Local Government, including: Environmental Facilities Corporation,
the construction of a 1 mile sewer effluent line; HUD Small Cities (CDBG)
funding; the construction of a sewer wet weather microscreen and aeration system
improvements; Statutory Installment Bonds; Use of Capital Reserves and
Installment Purchases for the acquisition of necessary EMS and Fire Fighting
Equipment; Replacement of Public Works Utilities; Acquisition of Public Works
Mobile Equipment and the Completion of various Street Reconstruction Projects.
His Undergraduate studies include: Genesee Community College with an emphasis
on Business Communications, Supervisory Principles, Employee Relations,
Fundamentals of Management Communications, Principals of Accounting I,
Principals of Accounting II, Dale Carnegie & Associates, Inc. "Supervisory
Principles and Communication" and "Effective Speaking & Human Relations", New
York State Comptroller Accounting School, New York State Office of Emergency
Management Logistics Training School, New York State Department of Education
Archives Training in various facets of Archival Records Management Training from
Inventory, Evaluation of Records, Electronic Records and E-commerce
Participation with Cornell University Local Government Program.
Mark is currently assisting with numerous Capital Projects, including
planning, funding applications, financial reporting, funding requisitions, cash
flow and long term financing. Mark has also provided financial analysis/study of
rate structures, and the projected impact on existing rates from proposed
Capital Projects and Improvements. Currently, he is working with a number of
funding agencies including: The Environmental Facilities Corporation, Rural
Development (ARC), NYS Bond Act Grant Funding, HUD Grant Program, and the
Governor’s Office of Small Cities Program.
Mark Colopy joined Fiscal Advisors & Marketing, Inc. October 29th, 2001, in
the Western New York Office.
Mark is currently a member of the New York State Association of School
Business Officials (NYSASBO), the New York State Government Finance Officers
Association (NYSGFOA), and is currently serving on the Western New York Regional
Advisory Counsel for New York State Archives, by appointment of the Commissioner
of Education (SED).
