Mr. Shehadi is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). He graduated from the Wharton School of Business and Finance of the University of Pennsylvania in 1972 and received a Bachelor of Economics degree with a double major in Finance and Urban Studies.

As a representative of Fiscal Advisors, Mr. Shehadi has assisted over 450 municipalities and school districts involved in the financing of $7 billion of temporary and permanent financing. Mr. Shehadi served on the Board of Governors of the New York State Government Finance Officers Association (GFOA) and its Central Regional Council. He is also an associate member of the New York State Council of School Superintendents (NYSCOSS), the Central New York Chapter of the New York State Association of School Business Officials (ASBO) and a member of the National Association of Municipal Advisors (NAMA).

Prior to joining Fiscal Advisors in 1980, he was employed by the Onondaga County Budget Office for a period of seven years. His responsibilities were involved in the debt management and financial planning for the County's capital program and oversight of department budgets primarily in the financial and public works areas.

In addition to his position at Fiscal Advisors, Mr. Shehadi has served part-time in the appointed position of Commissioner of Finance for the Town of Clay since March of 1978. In this position, he oversees the Town's financial matters including accounting, auditing, finance and investments.

Mr. Vislosky is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). He started with the firm in 1985 and has served as Municipal Advisor to hundreds of local governments, including Counties, Cities, Towns, Villages, School Districts, Special Districts and Authorities, some of which have been with him for nearly 30 years.

Mr. Vislosky’s professional associations include: the New York State Association of School Business Officials (NYSASBO), the Central New York Chapter of the NYSASBO, the New York State Government Finance Officers Association (GFOA) and is a member of the National Association of Municipal Advisors (NAMA).

Mr. Vislosky received a Bachelor of Arts degree with a major in Accounting from Niagara University.

Mr. Vislosky has climbed Mt. Kilimanjaro, Run with the Bulls in Pamplona, Spain and brews his own beer.

Capital District Region Office

Ms. Caruso is a Series 50 Qualified Municipal Advisor Representative, a Certified Independent Professional Municipal Advisor (CIPMA), President of Fiscal Advisors, and a Past President of the National Association of Municipal Advisors (NAMA).  As part of her involvement with NAMA, Ms. Caruso traveled to Washington, D.C. to meet with SEC, MSRB and legislative leaders regarding the regulation of municipal advisors.  She has been a participant in the MSRB’s “Municipal Market Roundtable” and quoted in The Bond Buyer. 

During her thirty-two-year career, Ms. Caruso has been involved in the planning and structuring of several billion dollars of financings. Prior to joining Fiscal Advisors in 1998, Ms. Caruso was Associate Vice President-Investment Banking at First Albany Corporation where she worked with municipalities, authorities, higher educational institutions, health care, not-for-profit and IDA clients to successfully underwrite their bond issues. In addition, she was a Senior Bond Analyst at Moody’s Investors Service where she provided ratings for hundreds of municipalities, school districts and revenue bond issuers.

Ms. Caruso is a member of National Association of Municipal Advisors (NAMA), the NYS Government Finance Officers Association (GFOA), and both the Capital Region and Adirondack Chapters of the New York State Association of School Business Officials (NYSASBO).

Ms. Caruso earned an MBA degree in Financial Management from the Lubin Graduate School of Business at Pace University (NYC) and a B.A. degree in Communications with minors in Business Administration and Computer Science from the State University of New York -Albany.

Ms. Crowley joined Fiscal Advisors & Marketing, Inc. in 1999 and is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). She received her Bachelor of Science degree, in 1999, with a major in Finance and a concentration in Economics from the State University of New York at Oswego.

Since joining Fiscal Advisors, Ms. Crowley has assisted in the issuance of over $4 billion of municipal securities for over 175 municipalities, school districts and public authorities throughout New York State. As a representative of the Corporate Headquarters Office, she has structured and coordinated the marketing of a considerable number of bond, note and lease issuances providing clients with capital project and cash flow financing.  Ms. Crowley researches and compiles information necessary to provide refunding and qualitative analysis for the firm’s clients.  She has assisted over 100 clients with the issuance of advance and current refundings.  Ms. Crowley has also worked with issuances related to pooled financings, revenue bonds and tax sale certificates. 

Ms. Crowley is a member of the Delaware-Chenango-Otsego and Central New York Chapters of the New York State Association of School Business Officials (ASBO), the Government Finance Officers Association (GFOA) and the National Association of Municipal Advisors (NAMA).  Ms. Crowley has served on various committees through NAMA and currently serves as Treasurer to the Association.

Ben Maslona

Mr. Maslona joined Fiscal Advisors & Marketing, Inc. in 2000 and is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). He received his Bachelor of Science degree in 1998, with a major in Business Management and a minor in Marketing, from Ithaca College where he graduated with honors.

Since joining Fiscal Advisors, Mr. Maslona has assisted in financing over $10 billion for over 250 municipalities and school districts throughout New York State. As a representative of the Corporate Headquarters Office, he works closely with clients on all aspects of capital project planning and pre-referendum services, debt issuance, assisting from the onset of a project through closeout.  Mr. Maslona has coordinated the preparation and marketing of a considerable number of note, bond and lease financing issues providing clients with capital project funds and cash flow financing.

In addition, Mr. Maslona researches and compiles information necessary to provide refunding analysis and qualitative analysis for the firm's clients. He has assisted over 125 schools and municipalities with advance refunding and worked closely with the Dormitory Authority of the State of New York (DASNY) on a number of other refunding issues. He also works closely with DASNY on new money serial bond financings for school districts and BOCES. He has worked on approximately 25 pooled financings since the program’s inception.

Furthermore, Mr. Maslona insures that clients are in compliance with the requirements implemented by the Securities & Exchange Commission in relation to Continuing Secondary Market Disclosure Filing, Rule 15c2-12.

Kelly Lathan

Western NY Region Office

Ms. Lathan joined Fiscal Advisors & Marketing, Inc. in 2006 and is a Client Administrator for the Western NY Region Office.

She currently assists numerous municipalities with water and sewer projects throughout New York State.  Her areas of expertise with State and Federal agencies include; NYS Environmental Facilities Corporation,   USDA-Rural Development, Community Development Block Grant and Department of Conservation - Water Quality Improvements Grant Program.  She assists municipalities with application processing, requisitions, project reporting, MWBE/EEO goals, sewer exclusions, budgeting and completion of necessary forms before and during construction phases of a project.  She facilitates communications with the municipality’s project team and agency to make sure all necessary documentations, forms and reports are submitted in a timely matter so project goals are met.

Ms. Lathan attended Calvary Chapel Finger Lakes (CCFL) in Canandaigua, New York and majored in Business Management which led her to pursue a career in banking with M&T Bank.  After her career in banking and prior to joining Fiscal Advisors, she worked as the Deputy Clerk-Treasurer for the Village of LeRoy.

Through her employment with Fiscal Advisors, Ms. Lathan attends many workshops, conferences, technical forums and educational classes that assist her in keeping up to date with any changes that may occur with State and Federal Grant programs. She currently is enrolled with the Government Finance Institute Program where she has received her Foundations Level Certificate and is working towards her Advanced Level Certificate in the nine core areas of government finance.

Ms. Lathan served as councilwoman for the Town of LeRoy for six years and is a member of the NYS Government Finance Officers Association (GFOA). 

Natalie Mousaw

Prior to joining Fiscal Advisors, Ms. Mousaw worked in the Security Servicing Department at The Bank of New York.

As a representative of the Corporate Headquarters Office, she currently assists with coordinating the preparation of Official Statements and marketing note and bond issues providing clients with capital project financing which includes finalization of bid proposals and delivery of proceeds. In addition, Ms. Mousaw analyzes cash flow statements and assists clients with cash flow financing. She also works with clients by analyzing outstanding bond issues to identify refunding opportunities in order to provide present value savings.

Ms. Mousaw is also responsible for coordinating the firm’s Continuing Disclosure Department which provides the dissemination of necessary documents on behalf of the firm's clients in order to satisfy the requirements implemented by the Securities and Exchange Commission Rule 15c2-12 in relation to Continuing Secondary Market Disclosure.

Ms. Kennedy is a member of the National Association of Municipal Advisors (NAMA).  In 2017, Ms. Kennedy was the first recipient of the Ryan Bendzinski Young Leaders Award, established in memory of Ryan Bendzinski, to recognize a rising star within the NAMA member firm category who is dedicated to the municipal advisor profession and the public finance community.

Mr. Shusda joined the Accounting Services Division of Fiscal Advisors & Marketing, Inc. in 2009.  He offers our clients services in Capital Fund Accounting, Final Cost Report preparation and assistance with Building aid calculations.

Mr. Shusda was a school business official for twenty-five years, retiring from the position of Assistant Superintendent for Management Services for the Baldwinsville Central School District.  He also served as business official for the Central Square and Altmar-Parish-Williamstown Central School Districts.  Prior to becoming a business official, Mr. Shusda was a math teacher for eleven years.

 Mr. Shusda is a member of the New York State Association of School Business Officials (NYSASBO).  He has conducted numerous workshops for NYSASBO across the State on the management of capital projects.

Mr. Bick joined Fiscal Advisors and Marketing, Inc. in 2016. His responsibilities at Fiscal Advisors include, assisting school districts with Capital Project Planning, including analysis of current debt and building aid schedules, the calculation of Maximum Cost Allowances, project scope Building Aid analysis and anticipated Building Aid repayment schedules.  Capital Project Accounting, consisting of recording of project expenditures and allocations in order to maximize Building Aid.  Filing of required State Aid documents throughout the life of the capital project in order to guarantee Building Aid is maximized and adhere to the anticipated Building Aid repayment schedule.

Mr. Bick studied Economics at the SUNY Cortland and was member of Delta Chi Fraternity. Mr. Bick also studied business administration at Onondaga Community College and physics at Rensselaer Polytechnic Institute, where he was a member of the 2003 football team that reached the Division III National Semi-Final. Mr. Bick attended high school in Baldwinsville where he was a member of the football and lacrosse team.

In his spare time, Mr. Bick enjoys spending time outdoors with his family. They frequently make trips to the family camp on Sixberry Lake where they enjoy fishing, hiking, and boating.

Mr. Bick is a member of multiple regional chapters of The New York State Association of School Business Officials (NYASBO).

Elyse M. Sturgen
